Offshore Installation Manager – Deepsea Mira – MODU INT.

Deepsea Mira will have an upcoming vacancy for an Offshore Installation Manager to join our International Operations.  The rotation will be based on 28/28 offshore in Namibia, West Africa.

QUALIFICATIONREQUIREMENTS

  • STCW Deck Officer Certificate Class 1/ STCW II/2 UL – Master Certificate
  • Unlimited DP-Certificate (for DP-rig/vessel).
  • Systematic familiarization/competence assessment(s) for position
  • Documented practical experience as Stability Section Leader from mobile units.
  • Documented good all-round competence relating to the platform’s different systems with particular emphasis on all systems relating to hull and stability. Management experience and competence required. Completed training in the company’s governing documentation.
  • In compliance to the flag State competence requirements
  • In compliance to continental shelf requirements
  • Fluent written/oral English language

DUTIES/RESPONSIBILITIES

  • Offshore Installation Manager (OIM) is the highest authority on board and has overall responsibility for all personnel onboard, ensuring that all crew meets the applicable competence requirements at all times, and that manning is adequate for operating the rig in a safe and proper manner.
  • OIM has overall responsibility for safety onboard and must ensure that the Company’s plans, procedures and attitudes are known and complied with in all matters relating to safety/preventive work etc.
  • OIM has overall responsibility for the environment and must ensure that the Company’s plans, procedures and attitudes are known and complied with in matters relating to unwanted spills etc.
  • OIM has overall responsibility for ensuring compliance with international and national laws and regulations and must in particular ensure observance at all times of the provisions of the Seaworthiness Act and the International Safety Management (ISM) code relating to safe working practices in ship operation.
  • OIM is responsible for ensuring that alarm instructions, drills, emergency response plans, operation procedures, instructions, etc. are up-to-date and complied with.
  • OIM is responsible for ensuring that the platform operates within the limitations and conditions provided for in the platform’s operating manuals and for ensuring that regular inspections relating to ballast changes, trim changes, anchor system, drilling equipment, helideck, DP systems, power generators, automatic information, etc. are carried out.
  • OIM is responsible to ensure that the unit is maintained in accordance with company maintenance requirements as described in L3-MODU-ALL-TO-PR-001 MODU GLABAL MAINTENANCE REQUIREMENTS. The OIM must ensure that maintenance of the installation is adequate to safeguard safety and efficiency and is properly logged in the maintenance system.
  • OIM is responsible for opening/closing manhole covers in tanks and watertight rooms. All opening/closing operations shall be logged and performed in accordance with procedures. During yard visits the OIM is responsible for establishing procedures whereby the opening and closing of all manhole covers must be authorised by the OIM, and for establishing systems whereby the opening and closing of manhole covers is recorded in a log. 
  • OIM is responsible for the mandatory certificates are valid.
  • OIM is responsible for:
    implementing company’s safety and environment policy
    – motivating the crew to comply with this policy
    – issuing appropriate orders and instructions in a clear and simple manner
    – verifying that stipulated requirements are complied with, and
    – implementing the safety management system and reporting any deficiencies in the system to the management onshore in accordance to ISM Code § 5.
  • OIM is responsible to hold the OIM function as described in ISPS, with reference to the company’s updated ISPS procedures.
  • OIM is responsible for ensuring that crew members have the mandatory certificates, courses and training for the positions they fill, and also for ensuring that they have valid employment contracts and medical certificates.
  • OIM shall be familiarized with the applicable collective wage and other agreements entered into with the unions representing the crew onboard and with the private agreements for management personnel.
  • OIM is responsible for overall cost-efficient operation. He/she shall participate in the annual budget process.
  • OIM is responsible for ensuring that the company’s requirements relating to performance evaluation and planning discussions and career development are met.
  • OIM is responsible for internal and external notification and communication is safeguarded at all times during operation and during hazard and accident situations.
    Safeguard IT/OT systems by identifying and solving potential and actual security problems in cooperation with Odfjell Drilling onshore Cyber Security Team (CST)

 

AUTHORITY

OIM is fully authorized to exercise his/her responsibility as the highest authority on board. In well control situation, OIM shall designate all responsibilities related to well control activities to Rig Superintendent, but still shall have absolute authority related to safety of the crew and unit.
OIM has absolute authority to instigate such measures as he/she regards necessary to safeguard the safety of the crew and unit.
If possible, OIM shall confer with the Rig Superintendent, Operator’s Drilling Supervisor, Technical Section Leader and Stability Section Leader before reaching a final decision.
OIM is authorized to deviate from planned procedures if necessary in order to safeguard people and equipment.
OIM is authorized to deploy all personnel on board and to assign them such tasks as he/she considers necessary for safety on board.
